Dubai’s Best Off-Plan Investment Opportunities

For investors considering an off-plan property in Dubai, the key question is no longer simply, “Which project should I buy?” With so many launches in the market, the real challenge is identifying opportunities that offer genuine scarcity, strong future demand and realistic potential for capital appreciation.

Based on the opportunities currently available, these are my top investment choices as of 3 September 2026.

1. The Latest Villa Release on Palm Jebel Ali

My number-one choice is the latest release of villas on Palm Jebel Ali.

Among Dubai’s current off-plan opportunities, I believe Palm Jebel Ali offers one of the strongest long-term investment cases. The combination of limited waterfront supply, an internationally recognised master development and the scarcity of beachfront villas gives this release significant potential.

Palm Jebel Ali should be viewed as a long-term investment rather than a short-term speculative purchase. Selecting the right villa is still essential: location, plot position, view, accessibility, payment plan and the price difference between categories can have a major impact on future resale performance.

However, for investors with the required budget and a suitable investment horizon, this is currently my first choice in Dubai’s off-plan market.

2. The Upcoming Offices at Al Habtoor City

My second choice is the new office opportunity at Al Habtoor City, which is currently at the Expression of Interest stage.

Dubai’s office market continues to face limited supply of modern, well-located, Grade-A commercial space. At the same time, demand from local and international businesses remains strong. This imbalance is one of the main reasons I continue to favour carefully selected commercial property over many residential apartment launches.

Al Habtoor City benefits from a central location, strong connectivity and an established high-end destination. If the final launch prices, layouts and payment terms are commercially attractive, these offices could offer good potential for both capital appreciation and future rental returns.

Investors registering an EOI should still review the final price per square foot, service charges, parking allocation, handover schedule and expected achievable rent before confirming a purchase.

What About Other Opportunities?

Outside these two projects, I would currently focus on genuine cancellation units or newly released availability in sold-out commercial developments.

Most of the better office and retail projects are already sold out. Therefore, when a well-priced cancellation unit becomes available—particularly an office or retail unit—it can represent a valuable opportunity. However, “sold out” does not automatically mean that every cancellation is a good investment.

The unit must still be evaluated based on:

  • Original launch price versus the new asking price
  • Location and visibility
  • Layout and usable space
  • Parking allocation
  • Payment plan and remaining balance
  • Expected rent and net ROI
  • Service charges
  • Future supply in the surrounding area
  • Assignment or resale restrictions

My Current Investment View

If I were advising an investor today, my priorities would be:

  1. Palm Jebel Ali villas for long-term scarcity and capital appreciation
  2. Al Habtoor City offices, subject to final launch pricing and commercial terms
  3. Well-priced cancellation units in sold-out office or retail developments

In the current market, selection matters more than ever. Investors should avoid buying simply because a project is new or heavily promoted. The strongest opportunities are generally those supported by genuine scarcity, a strategic location, realistic end-user demand and a clear resale or rental strategy.
